This setting is found at:
Configuration -> System Setup -> Customer Portal
Disable Account Transactions
Transactions include all charges, credits, adjustments and payments associated with the family.
ON / Enabled
When enabled (ticked), the Transactions associated with the family will NOT display in the customer portal, meaning they will be able to see their Account Balance only.
OFF / Disabled
When disabled (not ticked), all Transactions associated with the family will be displayed as well as the Account Balance.
